It's a watershed moment for KSA’s travel retail sector and probably the biggest development since the 1999 royal decree that paved the way for the establishment of duty-free shops at the Kingdom’s international airports in 2013.

In May, the Saudi Tax and Customs Authority (ZATCA) announced amended regulations allowing duty-free outlets in arrival lounges at all customs points - land, sea, and air. This regulatory change marks a big step forward for a business segment that, although still relatively new in the Kingdom, has seen considerable progress in recent years. The introduction of arrival duty-free would help redirect (displace) sales that would otherwise happen at departure duty-free outlets in the countries of origin, thus boosting domestic economic activity.

Arrival duty-free shops are known to significantly increase non-aero revenue for airports, with strong contributions to the top and bottom lines. A study by York Aviation suggests that revenues from arrival duty-free shops could make up at least 27% of total duty-free sales, although this figure is subjective to the market. In contrast, the Indian duty-free model heavily favours arrival duty-free, with contributions of up to 75% of total duty-free revenue.

Purchases at arrivals duty-free are not known to have any serious negative impacts on domestic product sales, government tax revenues, or the volume of products entering the market. This is largely because travellers' duty-free allowances remain the same for on-arrival purchases. The maximum purchase limit for duty-free items at Saudi Arabia's arrival lounges is set at SAR 3,000 per passenger.

The first duty-free operations in the Kingdom were managed by Aldeasa, in partnership with the Al Musbah Group. This consortium won the bid to operate the first duty-free stores in 2007 across three major airports, for a ten-year period.
