Corporatising Saudi Arabia’s airports: from state operator to regulator
Traditionally, airports worldwide, including Saudi Arabia, have been owned and operated by governments.
"Airports that are predominantly privately owned are more efficient compared to the ones with majority government ownership."
A sneak peek into the corporatization of Saudi Arabian airports this week in the series “Aviation in Saudi: Past, Present, and Future."
In recent times, KSA's civil aviation regulator, GACA, has undergone a transition to a purely regulatory role, separating its regulatory mandate from an operational one.
Corporatization, which involves transforming airport management and operations from government entities to separate corporate entities, has been a global trend since the 1980s. Its roots can be traced to the Airports Act of 1986 in the UK, which led to the privatization of major airports with the birth of BAA plc.
Since then, numerous airports globally have undergone or are currently undergoing privatization or corporatization processes.
The corporatization of Saudi Arabian airports involved transforming airport management and operations from GACA to separate airport companies. This process is aimed at:
1. Improving efficiency
2. Attracting private sector investment
3. Enhancing passenger experience
4. Diversifying revenue streams and
5. Promoting financial sustainability
As part of the process, several airport companies were established to oversee the management and operation of airports such as RAC, JEDCO, DACO, and Cluster 2.
GACA is said to have transferred all airport assets to the umbrella holding company, Matarat. In the next stage, Matarat would possibly fold into the PIF alongside its assets (maybe select), with an objective of eventually spinning off commercially viable airports as individual parcels. (This assumption is based on statements from GACA and information currently available in the public domain. This is subject to change, and is a personal view).
Next week, we will look at Saudi Arabian carriers and the current airline landscape.
